As it is the policy of the Government of Kenya that education should be made available for all children including those with special needs, in pursuing this policy the Government of Kenya with the assistance of DANIDA through the Education Assessment and Resource Services(EARS) sponsored a number of teachers for training abroad to facilitate the establishment for the palsied children.

Therefore, Tom Mboya School for the Cerebral Palsied was born, which is the only unit of its kind in Kenya.

The School was started on Harambee basis by the parents of the palsied children.
